The Global Ethics & Compliance (E&C) is an independent Business Partner function that reports up to the Global Chief Ethics & Compliance Officer and JPBU E&C is embedded in the Business Unit. E&C will respond rapidly to changing environment and business needs, it is close to the market, and encourages ethical behavior in line with Takeda's values. By working in an agile manner E&C ensures the balance between stable structures, governance, processes and systems, and dynamic approaches to delivering innovative solutions to appropriately manage our risks. Digital Ethics & Compliance (DE&C) is part of the Global E&C organization and focuses on what the organization needs by ensuring ethical behavior plays a fundamental role in risk mitigation while being a forward-thinking leader in risk identification and mitigation, and building an innovative function supporting achievement of Takeda's Vision and digital ambition.
As the Head, Digital Ethics & Compliance, JPBU, reporting into the Head of JPBU E&C, you will be empowered to lead the JPBU Digital Ethics & Compliance (DE&C) Team by ensuring that the JPBU/JOBU and Global Ethics & Compliance objectives are achieved. In terms of Privacy matters in Japan, the DE&C assumes a role of Center of Excellence for all Japan (including JPBU/JOBU/TPC Japan).
The DE&C Team addresses digital, data ethics and compliance risks by providing a framework, policies, SOPs and other tools that support Takeda to incorporate ethics, compliance and privacy by design in their processes, data and technology programs and platforms by deploying the Global E&C Program to strengthen Takeda's ethical culture, risk management and regulatory compliance within JPBU/JOBU. This role acts as a DE&C authority, trusted partner, and collaborator to ensure all data & digital operations are compliant and ethical, while also leveraging the latest technologies to drive innovation and growth.
This role is expected to contribute:

  • Collaborate across all E&C teams and partner with stakeholders to embed ethics and compliance as part of the way everyone works at Takeda.
  • Partner with the Global DE&C team to build and establish Global DE&C framework and subsequent deployment within JPBU/JOBU as necessary.
  • Co-Creating and support the development of the Global DE&C framework by embedding Japan specific requirements, the frameworks covering ethical use of technology and data. Raise awareness of ethical innovation (including technology ethics) throughout Japan.
  • Partner with JPBU/JOBU and Japan Region DD&T, business colleagues and E&C team members on technology decisions and their impact on the JPBU/JOBU, and broader Takeda organizations.
  • Lead a team to serve as first point of contact to the JPBU/JOBU on matters related to DE&C by providing guidance on compliance requirements, policies, procedures, risk methodology and activities. Provide advisory support and challenge related to development and use of innovative technologies (e.g., artificial intelligence).
  • Implement and oversee governance to drive JPBU/JOBU approach in alignment with Japan Region and Global approach to Digital Ethics & Compliance.
  • Link and liaison between the JPBU/JOBU and the Global Digital E&C teams.
  • Develop ethical innovation capability throughout the JPBU/JOBU E&C organization and act as a subject matter expert and internal resource for JPBU/JOBU E&C colleagues. Collaborate with other JPBU E&C teams to support business operations and deliver on annual goals.
  • Conduct in-depth regulatory analysis within the Japan region to understand the nuances of existing regulations from JPBU/JPBU perspectives. Analyze the impact of regulatory developments on Takeda's business operations and compliance requirements in JPBU/JOBU.
  • Monitor and analyze current and emerging local industry trends, identify key drivers of change and assess their potential impact on their organization.
  • Stay up to date with evolving best practices and standards within the industry and with industry benchmarks.
  • Center of Excellence regarding data privacy matters including acting as the counterpart for regulators such as the Personal Information Protection Committee and MHLW and regulatory matters happening in Japan.
  • Plan and create trainings related to Digital E&C, where applicable, and coordinate with relevant team(s).
  • Handle data privacy issues as Business Partner in JPBU/JOBU.
  • Ensure that Japanese laws and regulations are incorporated in the data privacy strategy for Takeda in Japan.
  • Provide guidance and challenge on data privacy matters, including strategic decisions with privacy implications.
  • Participate in crisis management as SMEs and manage regulators' expectations and requirements in a timely manner.
  • Ensure alignment of the data privacy strategy with the build out of Ethical Innovation
  • Prepare materials for and periodically lead topics in JPBU/JOBU Risk, Ethics & Compliance Committee meetings and Japan Country Committee.
  • Contribute to Global E&C program development (Code of Conduct, Speak Up, Values initiatives, Policies and Procedures, etc.).
  • Increase business acumen by obtaining therapeutic and product knowledge to support current and pipeline products.
  • E&C Partner for JPBU DD&T.
  • Member of JPBU E&C LT and Global DE&C LT.
  • Manage direct report(s).
  • Champion for Diversity, Ethics and Inclusion within E&C and JPBU


Requirements:

  • Excellent analytic skills and deep curiosity to pursue root causes, solve problems and continuous enhancement

  • English/Japanese bilingual, strong reading, speaking and writing skills
  • Good understanding and aspiration to utilize data analytics, numbers and advanced technology

  • Strong understanding of laws, regulations and rules related to data, digital, and technology as well as privacy.
  • Strong understanding of internal rules and SOPs, and JPMA/FTC rules and Japan pharma regulations as well as U.S. DOJ requirements.


< Educational background >

  • Bachelor of Law/Economics/Science, Data Analytics/Data Science/AI degree, Master degree and/or PhD could be plus.


< Practical experience >

  • 12+ years at pharma (Legal/E&C/Audit/Sales/MA/R&D/Data& Digital) or healthcare industry


< Skills and Qualifications >

  • License/Certification/Qualification in data privacy.
  • Data analytics, digital, IP, AI risk/governance and/or technology background is preferred.


< Language >
Fluent in speaking/reading/writing in both English and Japanese.
