Job Description

Role Summary

We are seeking an experienced Cost Manager to support major capital projects within high‑tech manufacturing and industrial facilities. This role focuses on cost planning, budget control, and commercial management across construction, expansion, and equipment‑installation projects.

Job Responsibilities

  • Manage full pre‑ and post‑contract cost management activities for semiconductor projects, including estimating, rate analysis, and preparation of final cost plans.
  • Lead tendering and procurement processes—managing pre‑qualification, tender lists, tender analysis, reports, and contract documentation.
  • Support change control and resolve post‑contract cost variances across cleanroom construction, tool‑installation packages, and facility upgrades.
  • Prepare monthly cost reports and participate in cost presentations to project stakeholders.
  • Contribute to value engineering exercises, identifying opportunities to optimise design, materials, and construction sequencing for semiconductor environments.
  • Collaborate with clients, consultants, and multidisciplinary teams throughout all project phases, maintaining strong relationships and clear communication. 
  • Support knowledge management efforts by capturing lessons learned and improving cost‑management procedures and templates.

Qualifications

  • Bachelor’s degree in Quantity Surveying, Cost Management, Construction, Engineering, or related field.
  • Minimum of 5 years of cost management or construction experience, ideally within industrial or semiconductor facility projects.
  • Strong understanding of QS methodologies, cost‑planning principles, and procurement processes. 
  • Proficiency in Cost‑X or similar estimating software. 
  • Strong communication and interpersonal skills, with the ability to support client interactions and fast‑paced technical environments.
