Lead second-level review of contractor bills, validating compliance with contract terms, BOQ, measurements and supporting records. Coordinate with Project QS, Contracts and Finance to resolve discrepancies, maintain billing trackers and ageing logs, ensure correct sequencing of approvals, and identify recurring gaps with recommended controls to support timely bill processing.
Responsibilities
Deliverables / Responsible for (results) 1. Perform second-level review of contractor RA/final bills received after Project QS Billing Lead validation;. 2. Check compliance to contract terms, BOQ, approved rates, inclusions/exclusions, deductions and approval requirements;. 3. Validate supporting records including measurements, MB abstracts, test certificates, approvals, debit/credit notes and correspondence;. 4. Ensure variation and extra item claims are backed by approved change orders or amendments and proper substantiation;. 5. Coordinate clarifications between Project QS, Contracts and Finance to close discrepancies within agreed timelines;. 6. Maintain SBU billing verification tracker, ageing log and status of bills under review, returned and cleared;. 7. Support timely bill processing by ensuring correct sequencing of notes, checks and approvals;. 8. Flag recurring gaps such as rate mismatch, missing approvals and documentation issues and recommend control fixes.
Qualifications Qualifications Essential Graduate / Professional qualification aligned to the role requirements. Desirable/Preferable Relevant postgraduate qualification or functional certification will be preferred.
