Job Description

Job Summary

We are seeking an experienced and detail-oriented Assistant Cost Manager to support the delivery of cost management services across complex construction and infrastructure projects. The ideal candidate will have over 12 years of experience in quantity surveying, cost planning, budgeting, procurement, contract administration, and financial reporting. The role will involve working closely with project stakeholders to ensure effective cost control throughout the project lifecycle while maintaining adherence to budget and commercial objectives.

Key Responsibilities

Cost Management & Planning

  • Prepare and manage project cost estimates, budgets, and cost plans at various project stages.
  • Monitor project expenditures and ensure alignment with approved budgets.
  • Conduct cost analysis, benchmarking, and value engineering exercises.
  • Support the development of project cash flow forecasts and funding requirements.
  • Identify cost risks and recommend mitigation measures.

Quantity Surveying & Procurement

  • Prepare Bills of Quantities (BOQs) and tender documentation.
  • Evaluate contractor and supplier bids, providing commercial recommendations.
  • Support procurement strategies and contract negotiations.
  • Review variations, claims, and change orders for commercial validity.

Contract Administration

  • Assist in administering contracts in accordance with project requirements.
  • Monitor contract compliance and commercial performance.
  • Evaluate contractor payment applications and certify interim payments.
  • Support dispute resolution and claims management processes.

Cost Control & Reporting

  • Track project costs, commitments, and forecasts.
  • Prepare monthly commercial reports and cost performance updates.
  • Monitor project financial KPIs and report variances.
  • Ensure accurate documentation of all commercial and cost-related activities.

Stakeholder Management

  • Collaborate with clients, consultants, contractors, and project teams.
  • Provide cost advice and commercial insights to project leadership.
  • Support client presentations and commercial review meetings.
  • Mentor junior quantity surveyors and cost management professionals.

Qualifications

Required Qualifications

  • Bachelor's Degree in Quantity Surveying, Construction Management, Civil Engineering, or a related discipline.
  • Professional certification such as MRICS, RICS, AIQS, CIOB, PMP, or equivalent is preferred.
  • Minimum 12 years of relevant experience in cost management, quantity surveying, or commercial management.
  • Experience working on large-scale construction, infrastructure, industrial, or real estate projects.

Required Skills & Competencies

  • Strong understanding of cost estimating, budgeting, forecasting, and cost control.
  • Expertise in quantity surveying and contract administration.
  • Knowledge of standard forms of contracts (FIDIC, NEC, JCT, etc.).
  • Strong commercial acumen and financial analysis skills.
  • Proficiency in Microsoft Excel and cost management software.
  • Excellent stakeholder management and communication skills.
  • Strong analytical, negotiation, and problem-solving abilities.
  • Ability to manage multiple projects in a fast-paced environment.
