This is a high-visibility, mission-critical role responsible for ensuring the accuracy, reliability, and regulatory defensibility of emissions monitoring data.

The successful candidate will provide regional oversight of QA/QC execution, audit readiness, maintenance strategies, and change management, while working collaboratively with plant personnel, environmental staff, and corporate stakeholders.

Key Responsibilities

CEMS Compliance & Quality Assurance

  • Provide regional oversight of QA/QC activities for all CEMS and associated Data Acquisition Systems (DAS) within the assigned region.

  • Ensure daily calibration drift checks, QA/QC documentation, and maintenance records are accurate, complete, and compliant with applicable federal, state, and local regulations (including 40 CFR Part 60 and Appendix F), permits, consent decrees, and Reworld CEMS policies.

  • Periodically review site QA/QC practices and records to verify consistency and regulatory compliance.

Audits & Regulatory Testing

  • Coordinate and oversee required audit activities, including quarterly cylinder gas audits, opacity audits, and annual Relative Accuracy Test Audits (RATAs).

  • Ensure audit readiness through pre-test inspections, QA maintenance, corrective actions, and documentation review.

  • Provide on-site support and technical supervision during audits as required.

Maintenance & System Reliability

  • Review and implement preventive and corrective maintenance strategies to maximize CEMS reliability and data availability.

  • Coordinate updates to routine and preventive maintenance procedures as needed.

  • Establish and maintain appropriate spare parts inventories for all CEMS components across assigned facilities.

Change Management & System Modifications

  • Coordinate and oversee all changes, upgrades, or modifications to CEMS hardware, software, and DAS configurations.

  • Ensure all system changes are properly documented, reviewed for regulatory impact, and implemented in compliance with applicable requirements and internal policies.

  • Verify that no unauthorized system modifications have occurred during periodic site inspections.

Inspections & Oversight

  • Conduct semi-annual on-site inspections of each CEMS to verify system configuration, maintenance practices, and documentation accuracy.

  • Confirm ongoing compliance with regulatory requirements and Reworld standards.

Reporting & Issue Escalation

  • Provide regular regional status reports summarizing system performance, data availability, and significant non-routine events affecting CEMS operation.

  • Promptly notify the CEMS/Testing Department of any issues that could impact system accuracy, data availability, or the ability to perform scheduled audits or regulatory testing.

  • Support root cause analysis and corrective action development for significant CEMS events.

Position Requirements

Education & Experience

  • Associate’s degree in Electrical, Electronics, Instrumentation, or a related technical field, or equivalent relevant experience.

  • Minimum of 5 years of experience working with CEMS, analytical instrumentation, or emissions compliance systems preferred.

Technical Skills

  • Working knowledge of CEMS regulations, QA/QC requirements, and audit processes.

  • Experience with DAS validation, emissions data review, and documentation practices.

  • Proficiency with Microsoft Windows and Microsoft Office applications, particularly Excel for data review and analysis.

Professional Skills

  • Strong written and verbal communication skills, with the ability to interact effectively with plant personnel, corporate leadership, and regulatory representatives.

  • Demonstrated ability to lead and influence across multiple facilities without direct line authority.

  • Strong organizational skills and ability to manage competing priorities in a regional environment.
